I am a firm believer that all vacuum parts are integral. Everything has a purpose. For instance, your vacuum cleaners hose is placed there to channel all dirt from the floor or any surface to the filter. So if your hose has any holes, putting a putty won't fix it. You need to replace it with a new one. Chances are, there might be other tiny holes in your hose that the dust can escape from.
